I am writing to submit my proposal for Irvine city council district boundaries titled “Irvine – Least Deviation”:

I believe my map balances trying to keep planning areas whole (only splits 3 planning areas), grouping similar planning areas together based on resident demographics and housing type (features two majority White districts and two plurality/majority AAPI districts, while the last two are also majority minority) , and minimizing deviation from the mean district size (population deviation between most overpopulated and underpopulated is 1.85%).
